This is a request under the Freedom of Information Act. I hereby request the following records:

All US Navy records referencing the below FOIA requests that contain remarks, comments, notes, explanations, etc. made by Navy personnel or contractors about the processing of these requests (and appeals, if appropriate), the invocation of exemptions, or related matters. This is to include any analysts' notes made during the processing of the requests, any standard worksheets completed by the analysts, any justifications for exemption invocations or other supporting documentation provided to the Appeals Authority, and any correspondence or memoranda referencing the requests, including tasking orders, emails, and coordination documentation.

Due to the nature and timing of your request, it had been assigned several tracking numbers, which has led to significant confusion. Below is an attempt to clarify the situation:

On January 7, 2014, you submitted a FOIA request via email to donfoia-pa@navy.mil (copy attached). This is the email address of the Secretary of the Navy/Chief of Naval Operations (SECNAV/CNO) FOIA Requester Service Center. We received your request on the same day, and assigned it case number DON 2014F000440.

As your request concerns actions taken by this office, this office was directed to transfer the request to another DON FOIA office for processing, to avoid any possible appearance of conflict of interest. In this instance, the request was forwarded to the Naval Sea Systems Command (NAVSEA) FOIA Requester Service Center for action. NAVSEA FOIA received the forwarded request on January 27, 2014 and assigned it case number NAVSEA HQ 2014F000078.

On February 1, 2014, DON joined FOIAonline as a participating agency. Included in this transition was a migration of case data from previous tracking systems into FOIAonline. In order to ensure accuracy and consistency of data, there was a "freeze" on entry of new data into the electronic FOIA databases (including updates to the processing of currently open cases). As a result, both DON 2014F000440 and NAVSEA HQ 2014F000078 were migrated into FOIAonline. DON 2014F000440 was assigned the FOIAonline tracking number DON-NAVY-2014-001251; NAVSEA HQ 2014F000078 was assigned the FOIAonline tracking number DON-NAVY-2014-000255.

To summarize, your request has been assigned four tracking numbers:

DON-NAVY-2014-001251
DON-NAVY-2014-000255

All four tracking numbers refer to your request submitted January 7, 2014. As of March 28, 2014, DON-NAVY-2014-000255 is the only active case number, and is currently being processed by NAVSEA FOIA.
