All policies and procedures regarding the regulation and licensure of massive open online courses ("MOOCs")

This request is being made as part of a journalistic investigation. The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for your inquiry regarding OFAC FOIA #2015-08-076.

In our September 1, 2015 acknowledgement letter (attached), OFAC informed you that since neither of your FOIA requests to OFAC numbered #2015-08-075 and #2015-08-076 contained an agreement to pay assessable fees, you were required to provide OFAC, in writing, your willingness to pay the estimated cost of $50 per request if you desired us to process them. We asked that you provide us with that information by October 2, 2015.

It is now October 8, 2015, and we have not received a written agreement from you indicating your willingness to pay the estimated costs of $50 per request. If we do not receive such an agreement from you by COB today, October 8, 2015, OFAC will administratively close both requests.

Please note that FOIA request #2016-01-117, which OFAC received for processing on January 27, 2016, was dated January 2, 2016 not August 14, 2015 as you assert. OFAC administratively closed your two FOIA requests submitted on August 14, 2015, FOIA numbers 2015-08-076 and 2015-08-76, on October 8, 2015; you were notified via email.

As noted in our acknowledgement of FOIA #2016-01-117 (attached), OFAC generally processes its FOIA requests on a "first in, first out" basis.
