Dear Mr. Behne,

Thank you for your FOIA request. Pursuant to the Home Rule Act, the DC Council only reviews contracts that are either multiyear contracts or contracts worth more than $1 million over a 12-month period. Contracts that are submitted to the Council are posted on LIMS, the Council's legislative information service. The link for LIMS can be found here: https://lims.dccouncil.us/. In the drop down menu on the screen, you can select "contracts" as a category of document. You can also limit search results by Council period (2019-2020 was Council Period 23 and 2021-2022 is Council Period 24). You can find more information about contracts through this portal on the website for the Office of Contracting and Procurement (which is a separate agency, and not part of the Council) here: https://ocp.dc.gov/service/contracts-and-procurement-transparency-portal.

The Fiscal Year 2021 Budget, with top line amounts for District agencies can be found here: https://lims.dccouncil.us/Legislation/B23-0761

More detailed information for agencies' budgets can be found on the website of the Chief Financial Officer (which is also an agency separate from the Council) here: https://cfo.dc.gov/node/289642 (scroll down a little for the Fiscal Year 2021 Budget)

Please email us if you have any questions (given the COVID-19 pandemic, staff are working from home and our fax machine is not being checked regularly).
Best,
Valerie
