You have requested “all data housed within the Debt Enforcement Collection Database.”  The records you requested would pertain to particular individuals in the context of criminal prosecution or litigation. I appeal this determination that the requested records are not reasonably described. The records are described in a non-subjective manner that any computer operator can conduct a simple text search for the records. If the text search results in records you should inform me how many records were queried and only then could the search be described as unreasonable if the amount of records that matches my search terms are too voluminous.

The SEC, CFPB, IRS, and other federal agencies all respond to similar email record requests and the DOJ has previously responded to such email record requests on occasions relating to Clinton's email records and the attorney general's email records and alias email accounts.

Your request seeks records from one or more field offices, and involves many voluminous records and/or requires consultation with another agency/component with a substantial interest in the subject-matter and therefore falls within “unusual circumstances” as set forth in the statue. See 5 U.S.C.S § 552(a)(6)(B)(i)-(iii).  Accordingly, we are extending the time limit to respond to our request for ten additional days.
