Mr. Ratliff,

Regarding your FOIA request #2020-004, we have located the Grant Agreement and the Letter of Intent related to the grant extended to PLDT, Inc. However, we have also located over 400 other documents that are arguably responsive to your request, as they are "records . . . of the of the grant to PLDT, Inc." - this has been a significant part of the delay in responding. From what we can tell so far, the documents that we have gathered contain (i) many duplicates, and (ii) draft documents that would be subject to a statutory exemption and ultimately would not be released in any event. If you might be able to narrow your search and describe the documents that you are seeking more specifically, that would be very helpful and would facilitate our review.
