This is a request under the Freedom of Information Act. I hereby request the following records:

- The total number of people detained by the Federal Bureau of Investigation in connection with the 2013 Boston Marathon bombing.

- A copy of all records pertaining to individuals detained by the Federal Bureau of Investigation in connection with the 2013 Boston Marathon bombing which are not exempt due to an ongoing investigation.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

This is an appeal to the rejection of my request under the Freedom of Information Act for

"1. The total number of people detained by the Federal Bureau of Investigation in connection with the 2013 Boston Marathon bombing.

2. A copy of all records pertaining to individuals detained by the Federal Bureau of Investigation in connection with the 2013 Boston Marathon bombing which are not exempt due to an ongoing investigation."

The Federal Bureau of Investigation claims that this information is exempt from disclosure because the material "could reasonably be expected to interfere with enforcement proceedings." However, the agency failed to specifically state how this exemption applies to the records I requested. In addition, it is difficult to understand how providing a mere total number of people detained could interfere with enforcement proceedings of any kind. Please remand this request back to the FBI for a good faith review as per their obligation under the Freedom of Information Act.
