Dear Mr. Price:
This is in response to your Freedom of Information Act (FOIA) request dated, February 27, 2017, in which you are seeking, “constituent contact logs (email, phone and other communications) to Senator Pat Toomey's office in regards to Betsy DeVos confirmation vote.”  Your request was received in this office on February 27, 2017 and assigned the above internal tracking number in addition to the FOIAonline case number NARA-NGC-2017-000330.
The FOIA does not apply to entities that “are neither chartered by the federal government [n]or controlled by it.”  Therefore, state and local governments, foreign governments, municipal entities, the courts, other entities of the Judicial Branch, Congress, private citizens and corporations, and presidential transition teams are not subject to the FOIA.  I recommend that you contact Senator Toomey directly for this information.
