This is a request under the Freedom of Information Act. I hereby request the following records:

Count of the number of P25 capable radio units or systems in use by, or owned, or leased, or otherwise utilized by the agency. This includes any of the Motorola ASTRO APX P25 portables, Vertex Standard P25 portables, ICOM P25 portables, RELM Wireless P25 portables, Motorola MOTOTRBO DMR radios, and Mobile P25 Radios. This includes any P25 Phase 1 and Phase 2 capable radios. Please include yearly break-down by radio model, if available. Please include processing notes for this request, even if denied in part.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM, DVD-R, or BD-R if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Good morning Mr. Peck,

Thank you for your reply, the Coast Guard Service Center Inventory Control Points are working to allocate “actual agency inventory records.”

However, this may take some time to provide since the inventories reside in disparate databases such as Contractor, Naval, Aviation, Fleet, Property (Oracle) databases, etc….

Note: ICOM, RELM, KENWOOD, Vertex, THALES, etc… radio products and not centrally supported, inventoried, or allocated for tactical use.

Although the Government is not obligated to respond to inquiries or respond to questions, I am seeking clarification and would to know if you require the actual records or would the draft response statement below meet the FOIA request.

If yes, then, a change in FOIA request may be required. Then, I can submit a final response through the FOIA office.

Synopsis:

Presently, the U.S. Coast Guard owns approximately 20,000 Maritime and Mobile Radio Tactical Radio Subscriber radios and accessories which are Project 25 Phase I Advanced Encryption Standard (AES) Enabled and Project 25 Phase II Capable.

All radio products are centrally supported by the U.S. Coast Guard Command, Control, Communications, Computers and Information Technology Service Center (C4ITSC) located in Alexandria, VA.

The following manufacturer make and model include:

b) CODAN Fixed Station Radio

c) Harris Unity Portable

d) Harris PRC-152 Portable

e) Harris PRC-117 Man pack

f) Motorola APX-6500 Portable

g) Motorola Astro SPECTRA UHF-FM Mobile

h) Motorola Astro SPECTRA VHF-FM Mobile

i) Motorola XTL-5000 VHF-FM (05, W9) Mobile

j) Mobile Motorola XTL-5000 UHF-FM (O5, W9) Mobile

k) Mobile Motorola XTS-5000 UHF-FM Portable

l) Motorola XTS-5000 VHF-FM Portable Radio

m) Motorola GTR 8000 Fixed Station Radio

n) Motorola Quantar Fixed Station Radio

The U.S. Coast Guard has a robust Diminishing Manufacturing Sources program and the following products face Diminishing Manufacturing Sources and Material Shortages (DMSMS) during CY 2017 through CY2020.
