1. Electronic records evidencing or describing the total number of open investigations into deaths of individuals in DHS custody (including ICE and CBP) as of May 8, 2019.

2. Any records showing the the case number, responsible agency or agencies, and status of each investigation identified in Item 1 above.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I hereby appeal the decision of the agency in its entirety. Exemption 7A is not a proper harbor for withholding statistical information and other database info that, when reasonably segregated, could not possibly lead to any reasonably expected harm to an investigation. The agency failed to conduct an adequate search for records responsive to this request, and failed to reasonably segregate responsive records. Please remand the decision of the agency in its entirety and provide reasonably segregated records immediately in accordance with the FOIA.
