The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Freedman: This responds to your Freedom of InformationAct (FOIA) request of June 24, 2021, which was initially sent to the Bureau of Labor Statistics and took sometime to be re-routed to the Employment and Training Administration (ETA), whichmanages O*NET.In that e-mail yourequested “Records, contracts, agreements, bids, correspondence, related toOccupational Information Network, known as O*NET, managed by Education andTraining Administration, ETA, and the U.S. Bureau of Labor Statistics, whichare both part of the U.S. Department Labor, DOL, for which an annual orperiodic contract issued by the U.S. Government Services Agency, GSA.” Your request was received in our office onJuly 9, 2021 and assigned FOIA tracking number 2021-F-10239. In accordance with the Department of Labor’s FOIA regulations (29CFR § 70.19(c)), a FOIA requester must describe the records sought insufficient detail to enable an employee familiar with the subject matter of arequest to locate responsive records with a reasonable amount of effort. Your request does not meet thisrequirement. Because of the broad andgeneral nature of your request, we were unable to identify the records that arebeing sought and therefore we seek to work with you to focus the scope of yourrequest. To clarify, there is no annual or periodiccontract issued by GSA for O*NET. O*NETis operated as a cooperative grant agreement between the U.S. Department ofLabor, ETA and the North Carolina Department of Commerce. Much of the information about O*NET ispublically available, including as part of the package of materials that issubmitted to the Office of Management and Budget every three years to renew theInformation Collection Request (ICR) #1205-0421 for the O*NET survey. The most recent ICR package, from this year,is available at: https://www.onetcenter.org/ombclearance.html.
