Pursuant to the Freedom of Information Act, I hereby request the following records:

The Official Military Personnel File (OMPF) for MARK E CARACCI including Form DD-214, all Fitness Report and Counseling forms NAVPERS Form 1610/2, NAVPERS form 1610/1, Enlisted performance evaluation reports NAVPERS Form 1616-1, the Background Summary (NAVPERS Form 1640/32), Cumulative Record of Training (NAVPERS Form 5300/16), history of assignments NAVPERS 1070/605, Navy Training History NAVPERS form 601-4, all military decoration and full award citations, all military education/training courses, military service number.
Specifically request copy of history of assignments NAVPERS form 1070/605, copy of all personal commendation medal citations and all unit award citations with redactions as determined by FOIA officer.

Mark E Caracci claims retired navy Master chief petty officer E9. Approximate service dates 1978 to 1998 active duty. Claims numerous awards including joint service commendation medal, meritorious service medal, Combat Action Ribbon, Armed Forces Expeditionary Medal, Overseas service ribbon and other decorations. graduate of basic underwater demolition training BUD/S in 1980. birth date unknown. This request is submitted to corroborate claim to be a U.S. military veteran. NPRC search unable to locate the OMPF file, advised to contact Navy Personnel Command.

PLEASE NOTE: I am general public and thus do not know the military service number. Mr Caracci previously worked for government contractor Blackwater Security Company since renamed to Xe Services LLC and CACI International Inc.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press.

please cancel this FOIA request forwarded by navy personnel command, DON-NAVY-2019-002060. The subject records reside in the custody of National Personnel Records Center NPRC in St Louis for servicemembers discharged before 1999. Subject was discharged from active duty before 1999. We will coordinate and resubmit with NPRC concerning MCPO Mark e CARACCI.
No further action necessary from FOIA Naval Special Warfare Command.
