To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

I am writing to request copies of documents pertaining to the 2017 and 2018 closure of Peace Corps regional houses (also known as "transit houses") in Senegal, West Africa, as well as overarching discussions about regional house/transit house closures throughout all countries in which Peace Corps is currently active and uses such houses. This includes, but is not limited to, documents discussing the matter that were created by Peace Corps Senegal, Peace Corps Washington (HQ), and Office of the Inspector General (OIG), and/or other entities involved in the decision to close these houses. The scope of these documents would include, but is not limited to, discussions about the reasoning behind closing these houses, including budgetary concerns, volunteer behavior, and appropriate use of government funds.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Juliana Peluso

Good afternoon,

My name is Chris Fontanesi and I am the acting FOIA officer for the Office of Inspector General. The agency forwarded your below FOIA request for processing. For reference, your request has been assigned the reference number OIG 18-009.

Would it be possible to set up a time to talk regarding your request? While your request names the Office of Inspector General, it does so in relation to the agency decision to close transit houses. OIG is independent from the agency decision-making process and I would need additional information about what you are looking for in order to process your request.

Kind regards,

Hi,

Again, your email got captured in my spam file. I’m so sorry. I’ll try to find a technical solution on my end, but would it be possible to call you on Tuesday afternoon between 3-5 EST? That way if your response email gets hung up I’ll have time to retrieve it.

Hi Chris,

I apologize, but I recently realized that I missed several calls from you. I have been barraged with spam calls and voicemails from across the US to the tune of dozens per day for the last month, and yours was lost in the shuffle. If you need more information, is it possible to discuss over email? If not, I can return a call.

Thank you,

From: Peace Corps

Ms. Peluso,

Your email (below) was forwarded to me last night. I think it would be more efficient and productive if we discussed your request over the phone as an explanation of the role of our office within the agency may be useful.

I am available tomorrow from 10-12 a.m. EST and Tuesday, 5/15 from 3-5 p.m. EST. Are you available during either of those times? If not, is there another time later next week?

Kind regards,

Hi Virginia,

Thank you for your emails - I apologize, I am using the MuckRock website and only intermittently receive notification that there has been an update to this effort, which becomes confusing. I do not seem to have an account registered on pal.peacecorps.gov using the username and/or password that you have provided; it appears as if my email address, juliana.m.peluso@gmail.com, is not registered on the site. Could you check on this? Further, could you confirm if all correspondence will be moved to the pal.peacecorps.gov site after this message? I am unfamiliar with it.

Thank you,
Juliana
