5. All communications between ICE and CoreCivic in connection with this report.

I seek expedited processing for this request because of the ongoing threat to health, safety, and substantial due process rights documented by OIG in the report, which ICE has challenged and contested. The underlying records will help the public and migrants' advocates determine which agency is correct in the question of whether the conditions -- including staffing and hygiene -- at Torrance are fit for human habitation.

In conducting a search for responsive records, the ICE FOIA office has determined that further clarification is needed regarding your request. The search for records has been determined to be lengthy and burdensome. The program office is requesting to narrow the search to a one year time frame to allow for a more reasonable and efficient search for responsive records. Additionally, the program office believes that many of the records can be obtained through a request to DHS-OIG. Please provide the ICE FOIA office with a response as soon as possible to avoid any further delay in the processing of your request. You’re just asking this now? We agreed to narrow in June 2022. And you’re just asking this now? You said you queried the components in September 2022. And you’re just asking this now?

We rescind our agreement too narrow, as it’s clear ICE sought it in bad faith, and is using it to delay processing this request.

Produce all these records in two weeks. Or explain to a court why you can’t.
