I assume that your request is seeking records similar that found in this news article: https://www.buzzfeed.com/zoetillman/heres-who-is-running-the-justice-department-right-now?utm_term=.trEvgQxnW#.sdjar21dA. As that record suggests, such memoranda are generally disseminated by the Justice Management Division (JMD) and, as a Department employee who would have been in receipt of any such record, the only record that would be responsive to your request that I am aware of is that referenced in the above article.

For your information, we have received a similar request to yours from another requester. Upon discussing the matter with him, he agreed to have his request routed to JMD, as the Department component most likely to disseminate such Department-wide communications. While I cannot recall any memoranda other than one discussed above, a search of JMD would provide a fulsome answer should there be any addition records responsive to your request that I am either not aware of or simply do not remember receiving. If you would be willing to limit part (1) of your request to Department-wide memorandum issued by JMD, we will route your request to them for further processing.

With regard to item (2) of your request, are you seeking any (a) OPCL emails sent Department-wide or (b) OPCL emails sent to just all OPCL staff members? Either way, we can conduct a search in OPCL for your request, but I wanted to be clear on the scope of records you are seeking.

I'm happy to have part (1) of my request routed to JMD. Is that office also responsible for less formal department-wide guidance, like the email references in this story (though at a different agency): http://www.reuters.com/article/us-usa-trump-usda-idUSKBN1582OB ?

On part (2), I'm looking for OPCL emails sent to just all OPCL staff members.

I would suspect that such "less formal" guidance would also come from JMD, as most Department-wide communications originate with them.
