(1) any emails that were sent to all DHS staff *as a whole* — for example, emails on an all-staff list or memos on which all staff were copied, and
(2) any emails that were sent to all staff in the DHS Office of Civil Rights and Civil Liberties *as a whole* — for example, emails on an all-staff list or memos on which all staff were copied.
I am not seeking emails sent to individual staff members — only emails sent to the staff *as a whole*. Thank you.
