This is a request under the Freedom of Information Act. I hereby request the following records:

This is a request for all documents or memos regarding guidelines for appropriate office apparel.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Good Morning Ms. Berg,

First, I would like to extend an apology for delay in responding to your request. Because our organization has a significant number of pending FOIA requests, we have instituted multitrack processing of requests. Our policy is to process requests within their respective tracks in the order in which we receive them. We do process each FOIA requests as quickly as we can.

In reviewing your request, we have determined your request does not sufficiently describe the desired records. You made a request for all documents or memos regarding guidelines for appropriate office apparel. The FOIA applies to existing Air Force records; without more specific information from you, we cannot identify what documents might be responsive to your request. Please give us whatever additional details you may have on the Air Force records you want. Can you tell us when the records were created, and what Air Force element may have created the records? If in reference to office apparel are your referring to military or civilian apparel? Are you looking for office apparel for the United States Air Force or United States Air Force Academy?

In general, the Air Force has published an Air Force Instruction (AFI), AFI 36-2903, "Dress and Personal Appearance of Air Force Personnel", located at http://www.e-publishing.af.mil/ . Otherwise, based on the original request you sent us, we are unable to respond. If you find this AFI answers your request, we request you to respond with a request to withdraw to this email address and no further actions will be taken. If you find that Air Force Instruction does not meet the requirement of your request, we will wait for your clarification.

To ensure you incur no further delays, we have reviewed your request to waive fees. The FOIA Reform Act of 1986 requires that we review each request to determine a requester’s assessment of fee category and obtain their promise to pay this fee. Your fee category is determined to be “Commercial”. Before processing your request we must have your promise to pay for all search, review and reproduction cost.

We are holding your request in abeyance until we receive your willingness to pay letter and clarification of records requested. Please reference FOIA case 2013-04889-F in all correspondence. If we do not receive a reply within 10 days from the date of this letter, we will close this case file and you will need to initiate a new FOIA request for these documents.

You may appeal this decision by writing to the Secretary of the Air Force within 60 days of the date of this letter. Include in your appeal your reasons for reconsideration and attach a copy of this letter. Address your letter as follows:
