Dear Mr. Uchill,

The National Telecommunications and Information Administration (NTIA) is in receipt of this Freedom of Information Act request. NTIA has assigned this matter the following for internal tracking purposes - NTIA FOIA 18-024.

We have a couple questions for clarification.

1. We assume that the first part you want all email chains from Sept. 1, 2017 through February 20, 2018 (the date of your email). Is this correct? (I think the typo was meant to say "present" and not preset.)

2. It is not clear what the time frame for the second part of the search will be. Is it the same time frame? Of do you have a different time frame in mind.
Thank you for your prompt reply. We will begin processing your request, once we have received your clarification and have agreed to proceed.

Mr. Uchill,

On April 17, 2018, NTIA received a fax asking for a status update on your FOIA request. The following will be helpful in that regard.

1. On March 20, 2018, NTIA provided a fee estimate mailed to the mailbox listed on the request. See attached. We have not received a response to this fee estimate.

2. On April 9, 2018, NTIA reached out via phone and left a message as we received another duplicate request to the original requests discussed below. This request came via fax. We sought clarification regarding this request, but appeared to be a duplicate. We have not received a phone call back.

The status of your request is that NTIA is awaiting your response to the attached fee estimate. Please provide that response promptly as it will allow NTIA to proceed.

If NTIA does not hear from you, we will typically send a notice that 30 days has passed and that the request will be closed in 7 days from the date of that letter if we do not hear from you further. At this point, NTIA plans to issue that letter on April 20, 2018.

If you have any questions, please let me know.

Mr. Uchill,

Today, NTIA received a fax inquiry regarding FOIA request 18-024. Here is the information you requested and a history of this case.

NTIA closed out NTIA FOIA 18-024 because the requester did not pay the fee estimate. On March 20, 2018, NTIA notified the requester that we estimated the fee for this request to be $3,319.83. As of May 1, 2018, NTIA had not received payment or a response to the fee estimate letter and notified the requester it would close the request in seven days if we did not hear from the requester. Because we did not hear from the requester in the seven days following May 1, 2018, NTIA closed the request. On January 28, 2019, NTIA responded to the requester's inquiry about the status of the request, notifying him that NTIA had closed the request.

Today, March 20, 2019, the requester asked again about the status of his FOIA request. The status of NTIA FOIA 18-024 remains the same: NTIA closed the request after the requester did not respond to our March 20, 2018, fee estimate letter or May 1, 2018, closeout notification letter.

You will note that history in the email chain below. Please let us know if you have any other questions regarding this FOIA request.

Mr. Uchill,

We are following up on the fax we received today concerning your FOIA request NTIA FOIA 18-024 and its current status. This request was originally filed on February 9, 2020. As we have stated several times this FOIA is closed. On March 20, 2018, NTIA notified the requester that there would be an estimated fee of $3,319.83 via letter (see attached). As of May 1, 2018, NTIA had not received payment or a response from the requester. Therefore NTIA closed the request on May 7, 2018 (see attached). Subsequently, the requester has now reached out multiple times to seek the status of this request. Each time NTIA has responded that this request is closed as your fax clearly demonstrated.

If you are still seeking this information, please feel free to re-file your request. You may file a request directly at efoia@ntia.gov<mailto:efoia@ntia.gov> or at FOIAOnline.gov.
