To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

Any contracts held between the National Security Agency and Silktown Roofing of Manchester, Connecticut, for the year 2016.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Matthew Guariglia

From: National Security Agency

The request has been rejected by the agency.

From: Matthew Guariglia

I am appealing this decision to reject my request, given FOIA case #102535 According to the NSA's "FOIA SOP CONTRACT CASES" dated December 2008, a search must be conducted and a decision made on reasonable rejection. The agency cannot blanket reject all requests for contracts.

I believe that this information should be disclosed:

— How tax dollars are spent is, naturally, clearly in the public interest.
— Recent heightened public interest in various NSA contractors has increased the public interest argument for disclosure of price information, as it is one of the key tools to measure accountability and value in national security spending.
— The contractor's work-product (vulnerability reports) is unique and thus pricing information does not directly benefit its competitors.
