This is a request under the Freedom of Information Act. I hereby request the following records:
Any memoranda, training materials and official policies regarding "parallel construction," the act of recreating an investigative trail to obscure the original means of information gathering.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Your request was accepted in the NSA/CSS FOIA Office on 6 August 2013. Your case has been
assigned Case Number 73653.
We are uncertain of the information you seek and therefore, are unable to process your request.
We ask that you please provide additional information(as much as possible) regarding "parallel construction".
We also ask that you clarify what is meant by "investigative" trail. Are you seeking information related to law
enforcement or security-related activities??
DoD Regulation 5400.7-R states that the requester must provide a description of the desired record so that
the Government is able to locate the record with a reasonable amount of effort. More details are required
for us to determine the appropriate the organization to task and/or the appropriate files to search to find the
material you request. In accordance with DoD regulation, processing of your request is being held in abeyance
pending a response from you within 10 days of this email. If we have not heard from you within 10 days, we
will assume you are no longer interested in pursuing this request, and case number 73653 will be administratively
closed (on or about 20 August 2013).
In addition, would you please provide a complete/full first name so we will know how to properly address
any future correspondence, which will be sent by postal service.

I'm seeking any documents similar to those used by the DEA in the above article regarding the practice of parallel construction in law enforcement. Yes, this relates to security and/or investigative matters. Please let me know if I can better clarify anything else. Thank you,
