To Whom It May Concern:

This is a request under the provisions of the Privacy Act and the Freedom of Information Act. Please process this request under both regulations to release the maximum amount of materials. I hereby request the following records:

I request copies of any and all reports, including social media reports, correspondence, documents, emails, files, letters, memos, tapes, cds, audio, video, electronic, and/or other records about, related to, or referencing Kai Wargalla, during the period of time beginning November 2010 to the present. I prefer to receive the requested record in the electronic format in which it was created and/or is maintained.

I am a student and co-founder of Occupy London, also known as Occupy the London Stock Exchange. I co-founded the Twitter and Facebook accounts that sparked the occupation and the Occupy movement in London. We had several occupations in London, and we engage in peaceful protest. I have been involved in organizing the occupations/camps in general, as well as specific rallies, protests, demonstrations and direct action. I have been arrested and charged, once, during an Occupy London protest, but was found not guilty by the judge. The Occupy London movement has been officially listed as 'Domestic Terrorism/Extremism' by the City of London Police Department.

I have also organized Justice for Assange UK, (www.facebook.com/JusticeForAssange, formerly http://justice4assange.com/ ), a support group for WikiLeaks and Julian Assange. We've organized rallies and protests in support of Julian Assange and WikiLeaks and have attended the lawsuit against Julian Assange in London. I have met and talked to Julian Assange only briefly at panel discussions and talks that I attended.

I have been involved in organizing Sukey in the UK and in the US, (www.sukey.org, www.facebook.com/sukeyio, https://twitter.com/sukeyio), an app that aims to keep protesters safe, mobile, and informed during demonstrations.

I have also worked with RevolutionTruth, (www.revolutiontruth.org, formerly known as "3WC World Wide Wiki Citizens," (www.revolutiontruth.org, https://www.facebook.com/revolutiontruth, https://www.facebook.com/groups/revolutiontruthcomm/,https://twitter.com/RevTruth). I helped organize campaigns in support of WikiLeaks and Pfc Bradley Manning (www.bradleymanning.org). I was also involved in the organization of RevolutionTruth panel discussions on the subjects of WikiLeaks, of Whistleblowing, including Military Whistleblowers, and of the Occupy Movement and the Black Bloc. I attended the Bradley Manning motion hearing at Fort Meade April 24-26, 2012 and have covered it online.

I am a plaintiff in the NDAA Lawsuit, Hedges et al v Obama et al, against the indefinite detention provisions in Sec 1021 of the 2012 National Defense Authorization Act. I have also been involved in organizing the public campaign in support of the lawsuit, (www.stopndaa.org,https://www.facebook.com/NDAALawsuit, https://twitter.com/stopNDAAnow).

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I believe this request meets the criteria for expedited processing under 28 CFR 16.5(d)(1)(ii) and (iii):

(ii) An urgency to inform the public about an actual or alleged federal government activity, if made by a person primarily engaged in disseminating information;

This request concerns the monitoring of citizens and foreign nationals by the government in ways that possibly violate due process and privacy rights, and is being filed in conjunction and cooperation with MuckRock, a national news organization that has reported widely on this issue.

The loss of substantial due process rights;

Related to the aforementioned lawsuit.
