This is a request under the Freedom of Information Act. I hereby request the following records:
All files relating to the NORJACK investigation, AKA the D.B. Cooper hijacking. This investigation was recently closed. http://keprtv.com/news/nation-world/fbi-officially-closes-its-investigation-into-famous-db-cooper-hijacking
Experts have agreed that "D.B. Cooper" died in after exiting the plane, due to the turbulent weather. As such, privacy restrictions do not apply.
I am a “representative of the news media” for fee waiver purposes, with publications at AND Magazine and Glomar Disclosure, a contract to write the Encyclopedia of the OSS and tentative agreements with other publication outlets. Based on my status as a “news media” requester, I am entitled to receive the requested record with only duplication fees asserted. Further, because disclosure of this information will “contribute greatly to the public understanding of the operation or activities of the government,” duplication fees should be waived.
There is a compelling need for the requested documents such that expedited processing is appropriate. I am engaged in disseminating information. There exists an urgent need to inform the public concerning actual or alleged Federal Government activity. As 5 U.S.C. § 552(a)(6)(E)(ii)(I) provides, I will anticipate your determination on our request within ten (10) calendar days.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

We have received your request for an estimated date of completion. Requests are processed in the order in which they are received through our multi-track processing system, and the FBI receives a voluminous amount of requests on a daily, weekly, monthly, and annual basis. Requests are divided into two tracks--simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Simple track requests typically require the least amount of time to process. Currently, simple track cases average approximately 181 days from the date of receipt for processing. Our complex requests in the large processing track are currently averaging approximately 659 days for processing.
A review of your request determined the search for records is ongoing, so we do not yet know into which track your request will fall. The estimated date of completion is therefore based on the median processing time of complex requests (large processing track). Accordingly, the estimated date on which the FBI will complete action on your request is 659 days from the date of your request.
