Good morning, Mr. Kerman,
I apologize for just getting in touch now; the NIH FOIA Office just sent us your request on Friday, April 30th. This office will be responding to the portion of your request involving the National Cancer Institute, i.e., grant ## 5R44CA203629-03 and 3R44CA203629-03S1. I just reviewed the grant files for this project number. The -03 year is just a progress report year, so there isn't a grant application for that one; the -03S1 is a supplemental application. Because of the type of grant this is, there was an application in the -01 year and another in the -02 year. Do you want to amend your request or keep it the way it is?
The other issue is that the summary statements get heavily redacted. All evaluative material is removed before they get released. Do you still want a copy of the summary statement?
Let me know when you get a chance, and I'll draft the pre-disclosure notification letter to send to the grantee.

Good Afternoon,
Please be advised that your request seeks grants at three different NIH Institutes, (NIGMS, NCI, and NINDS) and the simplest way for it to be processed is for it to be split into three requests. Henceforth, request number 56068 will remain with NCI for their grants, the NIGMS case number is 56259, and the NINDS case number is 56264.
Please confirm receipt of this email.
Thank you.

Thanks for the information. I believe the public would appreciate the -01 and -02 year applications as well. And yes, the summary statement would be helpful even if redacted.

Good morning,
We have received your request for records pertaining to SBIR grants. Our office is responsible for records with NIGMS items 1, 3 and 6 (56259) and NINDS item 5 (56264).
Please understand that SBIRs are commercial in nature and requesters are charged as commercial requesters. You are being categorized as a commercial requester. These requests will have search and review costs. In your request you ask for all grant applications, summary statements, and notice of grant awards for all of the 6 listed grants. This could be a combined total well over $500, not to mention SBIRs require careful review of the awardee (as part of pre-disclosure notification,) and can take some extra time to review. This process can also cause delays in getting these records to you.
In order for us to proceed, you will need to agree to pay all fees associated. As the cases are processed, we can provide a better estimate to you. We do estimate $500 at this time.
Additionally, summary statements are heavily redacted and the only portion that is released is what is available online via NIH RePORTER. Please let us know if you still want to request them. Again, you will be charged for review costs.
My suggestion is to narrow the request to just the most recently awarded grant application, including the notice of grant award, and agree to fees. If you are still interested in the other project years you can always come back for those after these requests are processed. If you know that you only want certain portions, such as specific aims and research strategy, for example, then it would aid in reducing cost and time required to complete your request.
If you have any questions, please do not hesitate to contact me.
Thank you,
Elisabeth
