Pursuant to the Freedom of Information Act, I hereby request the following records:

Guidance, emails, discussions, memos, notes, policy change documents relating to the withdrawal of Naval Safety Center public information, specifically on the statistics page, to the DOD CAC (Common Access Card) site. On May 29, 2018, I received the following email from April K. Phillips, Public Affairs for Naval Safety Center:

"Mr. Paladino,

The information you are referring to has not been removed, but it has been placed in a section of our website requiring a DoD Common Access Card (CAC) for access, along with a great deal of other information from the website that had a potential to be For Official Use Only.

The decision was made to leave the overall statistics file containing Class A mishap information for the last 10 years for public transparency. If you have specific requirements for more data, you are welcome to call or email me at any time and we will process that request through our data office. The turnaround time for most of those requests is less than 48 hours.

I am specifically interested in how it was determined that a "great deal of other information... had a potential to be For Offical Use Only." Please include all documentation on this change.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
