This is a request under the Freedom of Information Act. I hereby request the following records:

All records concerning the 2012 and 2013 observances of the national day of prayer. Please include all expense reports, requisitions, communication with speakers, receipts for purchases, emails mentioning the event by chaplains and other organizers of the observance, congressional communication concerning the observance, pictures and video taken during the observance, notes taken during the planning of the observance, minutes from meetings concerning the observance, audio recordings of meetings concerning the observance, background check information on guest speakers, secretary of defense correspondence concerning the observance, advertisements and other memos and notices making people aware of the plans for the observance and any other records created in the process of planning and executing the observance of the national day of prayer at the pentagon in 2012 and 2013.

I authorize fees up to $25. If fees are expected to surpass this amount, please let me know before incurring them to allow me an opportunity to agree to higher fees or to narrow my request.

Although I make requests in various capacities, this particular request is being made as a news media requester.

Witnesses Unto Me will be publishing the work created based on the results of this FOIA requests. My numerous works published with Witnesses Unto Me demonstrates my ability to distribute my work to an audience made up of the general public.

The material requested is of current interest to the public. This can be demonstrated by the media attention which this issue has received. A Google search for “National Day of Prayer” searching only news media outlets using Google News Search, yields over 48,000 results. Clearly, the public is interested in all facets of the National Day of Prayer and its observance.
Just as a major newspaper would contain editorials, funny pages, and advertisements alongside of the news, Witnesses Unto Me also publishes a variety of types of material. Similarly, writers whom are published in major newspapers are considered news media for the purposes of FOIA, this request should also be billed as a news media request. Again, the responsive records will be turned into a unique work product using my editorial skills and published as a news piece on Witnesses Unto Me.

This is an interim response to your Freedom of Information Act (FOIA) request for "records concerning the 2012 and 2013 observances of the national day of prayer." Your request was received in this office on January 8, 2014, and assigned FOIA case number 14-F-0327.

We will be unable to respond to your request within the FOIA's 20 day statutory time period as there are unusual circumstances which impact on our ability to quickly process your request. These unusual circumstances are: (a) the need to search for and collect records from a facility geographically separated from this office; (b) the potential volume of records responsive to your request; and (c) the need for consultation with one or more other agencies or DoD components having a substantial interest in either the determination or the subject matter of the records. For these reasons, your request has been placed in our complex processing queue and will be worked in the order the request was received. Our current administrative workload is 1,620 open requests.
