This is a request under the Freedom of Information Act. I hereby request the following records:

All memos in which Gen. John Campbell approved findings from the Tre report summarizing findings of the US national investigation into the strike on the Doctors Without Borders (MSF) Trauma Center.

Per a statement by General John F. Campbell, Commander, Resolute Support and U.S. Forces -Afghanistan given on November 251h, 2015, at Resolute Support headquarters, Kabul, Afghanistan: "I received the report of the US national investigation into the strike on the Doctors Without Borders (MSF) Trauma Center in Kunduz City, Afghanistan , on October 3, 2015. [....] The report included specific findings relating to systems, processes and personnel and I have already approved some of the findings and recommendations."

As this request is submitted in my capacity as a journalist who has covered the US military extensively, I assert that my appropriate status for the purpose of fees is "media requester." Furthermore, as the requested documents are of considerable public interest and will released in full to the public, I request that all fees be waived.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Hello -

I have received the rejection letter for FOIA #16-0060. Please note that I did not request the full investigation report, but memos by which Gen. John Campbell approved findings from the investigation report summarizing findings of the US national investigation into the strike on the Doctors Without Borders (MSF) Trauma Center.

As noted in my request, General Campbell acknowledged approving at least some of the investigation findings in a statement: "I received the report of the US national investigation into the strike on the Doctors Without Borders (MSF) Trauma Center in Kunduz City, Afghanistan , on October 3, 2015. [....] The report included specific findings relating to systems, processes and personnel and I have already approved some of the findings and recommendations."

Please conduct a good faith search for any such memos sent by or on behalf of General Campbell that approve of the investigation findings regarding this incident.
