To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

Any agreements signed between the United States and Mexico regarding the so-called Migrant Protection Protocols, interdiction of migrants prior to their arrival at the United States-Mexico border, and/or foreign investment or trade and tariff considerations.

Specifically, please provide a copy of the agreement in the President of the United States's hand on June 11, 2019 during this interview: https://www.msnbc.com/msnbc/watch/trump-holds-up-single-piece-of-paper-of-what-he-says-is-his-mexico-deal-61706821710.

I request expedited processing based on the ongoing, immediate risk to the lives, safety, and substantial due process rights of individuals subject to MPP, as well an urgent need to inform the public regarding the contents of the accord, which, to the extent that it represents an agreement for two nations to violate their non-refoulement obligations under International Law (as publicly reported), constitutes significant wrongdoing of which the public should be aware immediately.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Andrew Free
