The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I do not know how I can be more specific. I have requested a copy of all Memoranda of Understanding/Memoranda of Agreement with USPS. I wish to receive these records for all subjects. I also limited the request already to any central FEMA office or other central records systems where agency wide agreements with other agencies would be kept. Thus, you only need to search for records of MOU/MOA where they would be binding on all of FEMA, rather than specific to one office. Additionally, I am willing to narrow my request to MOU/MOA that are currently in effect and to records created between 1/20/2009 and the date this request is processed.

If you are still unable or unwilling to begin a search, please provide a denial with appeal right information so I may ask the appeals authority to review this matter.
