To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

All current interagency Memoranda of Understanding (MOU) or Memoranda of Agreement (MOA) between your agency and any other agency or department.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Jason Smathers

Mr. Jason Smathers,
This email is to acknowledge your FOIA request attached.  We are unable to process your request, because it is too broad.  Please clarify specifically an agency or MOA you are seeking.  Without this information we cannot determine the location of the records you need.  Additionally, identification of the record(s) desired is the responsibility of the member of the public who requests a record.  The requester must provide a description of the desired record(s) that enables the Air Force to locate the record with a reasonable amount of effort.  Without specific information, we are unable to direct your request to the appropriate office or agency.  When responding, please reference our case number in your letter.
We are experiencing a tremendous backlog of cases due to government furloughs and government shutdown.  Please know that we are working diligently to provide the information requested for each request received.
Please provide a response to this office not later than 16 Oct 2013.  We are holding your request in abeyance until we receive your clarification.  Please reference
FOIA # 2013-06103-F in all correspondence.   If we do not receive clarification by 16 Oct 13, we will close this case file and you will need to initiate a new FOIA request for these documents.

Please direct your questions to Mr. Darryl L. Webb, darryl.webb@pentagon.af.mil, or call me at (703) 692-9978.  Again refer all correspondence to the case file number. (mailto:darryl.webb@pentagon.af.mil,%20or%20call%20me%20at%20(703)%20692-9978) Sincerely //signed//

You may limit the records to MOU/MOAs between your agency and the following other agencies:

The Department of Justice and other components in the Department of Justice
The Department of Homeland Security
The Central Intelligence Agency
The National Security Agency

You may also limit the above to records created between 1/20/2009 and the date this request is processed.

Further, I request a list of all Memorandum of understanding (MOU) and Memoranda of Agreement (MOA) between your agency and any other agency or department. I am not asking you to create a listing, but rather, I understand that your agency maintains a listing.

Good Morning Sir,

As the program coordinator, I have tasked two separate agencies for a
response; neither has responded at this time with a negative or positive
response.

I am diligently working and awaiting a response and will get back with you as
soon as a response is received.

Your patience is appreciated.

Thank you very much for keeping me informed.

Mr. Jason Smathers,

Again, we are finding your request very broad in nature and not specific
enough to mitigate substantial costs. Because we are so decentralized, which
component are you seeking these memo's? Please indicate the program/office
the MOU/MOA's would target? Again, without this information it is impossible
for us to conduct a reasonable search. Your prompt response is appreciated.

Mr. Webb

From: Jason Smathers

You may limit the search to main offices which are able to enter into agreements affecting a large portion of the air force such as a headquarters office.
