To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request records regarding the TSA's program to test millimeter wave scanning technology along with transportation authorities and police departments. For reference, one news article describing the program in Chicago is available here: https://www.chicagotribune.com/news/breaking/ct-tsa-metra-bomb-scanner-testing-20191015-jb5eb5twtrg33igvt3gvt2jmiy-story.html.

Specifically, I am requesting:
1) Any documents describing the scope of the program, including the dates and locations of tests, and which agencies tests were conducted with.
2) Copies of reports or assessments describing the results of the tests.
3) Any policies describing how the technology is used, and any legal analyses or studies that may have been carried out which deal with the technology.
4) A copy of all technical documentation regarding the technology. Please search your records for user manuals, maintenance or service manuals, studies or reports, spec sheets or data sheets, or any other such documentation.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter.

I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Brian Waters

• Airport(s)
• Specific dates or a date range (ex. March – September of 2018)
• Specific topic (ex. Number of loaded firearms detected at the checkpoint; Name of contracting company, contract number, and services provided)
• If asking for correspondence, the relevant parties’ full names and office\airports

These details will ensure we understand the materials you are seeking and help us respond to your request quickly.

Hello,

I recently filed a public records request with TSA and received a response asking me to provide clarification. Specifically, it asked to specify which airport I am interested in, and a date range. As you no doubt saw, my request does not pertain to any particular airport. For a date range, please limit your search to records from October 2017 until present.

The original request, which seeks information relating to TSA's millimeter wave scanner sharing program (more info here: https://www.tsa.gov/news/releases/2018/08/14/tsa-and-la-metro-partner-provide-advanced-passenger-screening-system-la) is reproduced below.

I look forward to your speedy response. Thank you,
Brian Waters

Hello,

On October 25th, I filed a request with your agency under the Freedom of Information Act. You quickly responded, saying that the request was vague because it did not specify which airport the request pertained to. On October 28, I explained that the request did not pertain to any specific airport. I have not since heard back. FOIA requires that someone at your agency acknowledge public records requests within 20 business days. It has now been about 44 days since I have heard from you. Please review my request and let me know when I can expect a response.

The original request should be reproduced below.

Thank you,
Brian Waters
