This is a request under the Freedom of Information Act. I hereby request the following records:

The Official Military Personnel File (OMPF) including all Fitness Report and Counseling forms (NAVPERS Form 1610/2), the most recent Cumulative Record Of Training (NAVPERS Form 5300/16), the Background Summary (NAVPERS Form 1640/32), Officer Personnel Action Requests (NAVPERS Form 1301/85), Form DD-214 and transcripts of any court-martial trials for U.S. Sergeant Michael J. Coen.

Coen's alleged involvement in the sexual assault of a minor while stationed in Colombia in 2007 while on active military status has been widely reported in domestic media (http://www.deathandtaxesmag.com/241702/report-u-s-military-personnel-sexually-abused-at-least-54-colombian-girls/) and abroad (http://colombiareports.co/more-than-54-colombian-girls-sexually-abuses-by-us-military-report/). As such, urgent disclosure is in the interest of public information and safety. Please respond with an estimation of the amount of time it will take to process the request.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
