To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

All communications (electronic, paper, fax, or otherwise), memos, directives, reports, recorded phone calls, recorded audio of any type and any other materials (including relevant attachments, exhibits, and supplemental materials) between former Director of the National Security Agency Michael Hayden (and individuals acting as a representative of his office) and Carly Fiorina, onetime head of Hewlett-Packard. [For reference, the relationship between Ms. Fiorina, HP, Mr. Hayden, and NSA has been publicly acknowledged (https://www.yahoo.com/politics/carly-fiorina-defends-bush-era-torture-and-spying-130015256041.html.) Ms. Fiorina has stated, “One of the things that I advised the NSA and CIA to do is to be as transparent as possible about as much as possible — because transparency reassures people.” ] Please include all potentially responsive materials dating from January 1, 1999 through the date this request is processed. Please limit time and effort spent on non-necessary/non-responsive review, redaction, and processing.

This request is being made by a member of the news media as part of ongoing journalistic coverage related to both the upcoming 2016 presidential elections and private-public partnerships. In addition, the requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Beryl C.D. Lipton
