Good morning, Mr. Amarel.

Mr. Siford asked me to respond to your question concerning an estimation, in months, of the time for processing complex requests such as yours.

From the time a FOIA request is placed into the complex (or FIFO track), we estimate 36 months for it to be assigned to a team of research specialists to begin processing it. Your request was placed into the FIFO track on December 6, 2017.

The time it will take a team of research specialists to actually complete your request will depend on the volume and density of records to be reviewed. On average, we estimate 50 pages can be reviewed within 1 hour. Once a tally for all the responsive records to be reviewed in your FIFO is available, and your request has reached the top of the complex (or FIFO) track, a research specialist will be able to provide you with an estimate on how long it may take to complete it.

For your benefit, attached is your initial agreement, dated December 6, 2017, to have your request placed into the complex (or FIFO) track, along with three aggregation letters.
