This is a request under the Freedom of Information Act. I hereby request the following records:

By means of the following, I request any and all reports, documents or analysis on Mexican Army soldiers and Navy Marines trained by the US that have defected to the organized crime syndicate known as Zetas. Please include any and all reports that your agency has on how many Mexican Army soldiers and Navy Marines trained in US bases or by US advisors to become GAFES (Grupos Aerotransportados de Fuerzas Especiales) and GANFES (Grupos Aeronavales de Fuerzas Especiales) deserted, as well as any communications and or reports on this subject that might be in your agencies archives.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Mr. Fernando Rondon, Office of the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict, Deputy Director, Counternarcotics and Global Threats and its FOIA Initial Denial Authority (IDA), determined release of the attached document. Document 1 has information excised pursuant to Exemption 6 of the FOIA, 5 U.S.C. ยง 552(b)(6), which pertains to the protection of personal privacy of individuals.
