This is a Mandatory Declassification Review and a FOIA request for the Memorandum of Conversation that resulted from the meeting between President Bush and President Putin in Sochi in April of 2008.

I read a book by Ronald Asmus that mentioned very specifically that the release of this document from the George W. Bush Presidential Library would help scholars better understand the 2008 war between Georgia and Russia.

This is the reason why I am filing this request.

I've been waiting very patiently to file this request until after the 5 year deadline at the George W. Bush library had passed.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your recent FOIA/MDR request for the Memorandum of Conversation between
President Bush and President Putin in April of 2008 has been referred to
me. FOIA and Mandatory Declassification Review (MDR) are two different ways
to request a document. You may request either FOIA or MDR, but not both
concurrently. In your case, I highly recommend that you file MDR, because
you are specific enough in your document description that we can find it
easily, and the document you request is security classified (P1/b(1)
restriction under the Presidential Records Act and Executive Order 13526).
If you choose to request it under FOIA, then we will first process the
FOIA, and you will then have the opportunity to file an MDR in order to
have it reviewed for declassification.

President Putin in Sochi in April of 2008" You requested this information
under both the Freedom of Information Act (FOIA) and the Mandatory
Declassification Review (MDR) procedures of E.O. 13526. In accordance with
the implementing regulations for Executive Order 13526 found in 32 CFR
2001.33 (f), the requester is required to choose one declassification
review process or the other. I initially wrote you to clarify your request
on January 23, 2014. If you fail to specify whether you prefer a
declassification review under an MDR or FOIA, the records will be reviewed
under the provisions of FOIA alone. Therefore, if we have not heard from
you in 35 calendar days from the date of this communication, we will close

Hello Mrs. Quick-

I'm only interested in the memorandum of conversation, I read a book ("A Little War That Shook The World") about the conflict between Russia and Georgia in 2008.

This book specifically said that the release of this memorandum of conversation by the Bush library would greatly benefit the historical record regarding this conflict. The author of the book implored the Bush library to expedite the release of these records.

Considering that many of the things that happened in the conflict in Georgia now look to be repeating themselves in Ukraine, I believe that there is a compelling public interest in releasing this document.

Thank you for the update. I understand that Mandatory Review Request is still under review. I understand that this is a long process. I specifically filed this MR request because I read a book where a former employee of the State Department said the release of this document by the Bush library would greatly help scholars understand the 2008 conflict between Georgia and Russia. It was also inferred that this document would shed light on the deterioration of relations between the US and the Russian government between the Bush administration and the Obama administration.

I am grateful for the work you do everyday as an archivist, and I appreciate your commitment to transparency and the historical record.
