To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

Documents concerning Mental Health of former USPS employees that have gone "postal". Specifically medical documents, letters sending employees to fit-for duty exams, ... of Patrick Sherrill, Joseph M. Harris,Thomas McIlvane, Lawrence Jasion , Mark Richard Hilbun, Jennifer San Marco, Grant Gallahe,

After going "postal" most of the above killed themselves as can be noted on https://en.wikipedia.org/wiki/Going_postal. If any are still alive the public interest out ways privacy interest for this request. For additional information please see my request for document concerning Stephen Paddock at https://www.muckrock.com/foi/united-states-of-america-10/medical-and-personnel-records-of-stephen-paddock-44419/

I'm requesting these documents for public evidence of games I know the USPS and psychiatrist played to drive me into psychosis such as wrong address for fit for duty exam. As anyone not familar with such games would most likely not check the address on fit for duty letters or if they did realize the address was wrong would most likely dismiss the wrong address as accidental and of no importance. Such "accidental" wrong address on fit for duty letter is but one of the games the USPS and psychiatrist use to drive people into psychosis.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Don M. Moore

This is a FOIA request because the requested documents are not "about themselves." (from NA Form 13034 that you responded to MuckRock on 01/03/2018) Your next response on 01/12/2018 States in checked box "Your request, along with the necessary documents, has been forwarded to the office that retains legal custody of the record processing. Please contact that office at the address given below if you have further questions about this matter." Than Referral address is provided and it looks like added to the form is "DUE TO MISSING REQUIRED INFORMATION(NAMED.O.B.7 SOCIAL SECURITY NUMBER0 RECORDS CANNOT BE FOUND, PLEASE FORWARD LISTED INFORMATION TO THE ADDRESS PROVIDED ABOVE"

The previous Response NA Form 13034 States "The Privacy Act covers records which are retrievable by name of an individual or ..." As I've explained these records are not my personal records but of former USPS employees that have gone "postal" there fore these people have some notoriety beyond the average USPS employee and I believe all but one is dead as a result of going "postal" thus under FOIA request for a deceased person the exemption for privacy is not applicable because they are dead, notoriety and public interest would over ride privacy for the one possible living persons records. Generally, when requesting information about another person you will receive greater access by submitting authorization from that individual permitting the disclosure of the records to you, or by submitting proof that the individual is deceased. from https://www.foia.gov/faq.html#others since these are rather famous people as proof I cited a website as proof that they are dead.

Believe the Government has the technology to retrieve the requested records with the names I have provided. As I do not have additional information that you are requesting I request you finish processing my request with a response that allows me to move on to administrative appeal and then if need be to Federal District Court As I currently have a FOIA complaint pending in Federal Court 5:17-cv-00773-MAD-TWD Moore v. The USPS I have no problem moving theses FOIA request to the next steps! To think that the USPS can not locate records on former USPS employees that have gone "postal" by name only should make any Federal Court Judge grimace in absolute anger. With two recent Shootings by former USPS employees (Paddock and Stewart) this does not seem like a good time for the government to claim they can not find records of former USPS employees that have gone "postal". I think this will be seen as willful cover up by the USPS. Any Questions you may want to have USPS FOIA liaison Linda Crump contact me linda.k.crump@usps.gov
