This is a request under the Freedom of Information Act. I hereby request the following records:

This submission constitutes a new Mandatory Declassification Request (MDR) for a Department of Defense Office of Inspector General Report, DODIG-2016-046. The report was announced via the Internet at URL: http://www.dodig.mil/pubs/report_summary.cfm?id=6839 as a classified Intelligence and Special Program Assessments Report. No title of the report was given publicly.

The requested document will be made available to the general public via Muckrock, and this request is not being made for commercial purposes. I do intend to write an analysis of said document, and this is done for journalistic purposes, i.e., to inform the public about the actions of the government.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. But if fees are charged, I ask for a waiver related to journalist use. I have written numerous articles at various news outlets, including Alternet, The Guardian, Firedoglake, Al Jazeera America and others. I believe any written article on this subject would be in the public interest. Because the actual subject matter of this report has been withheld, the fact that it is related to intelligence matters shows that it would be of interest to the public and help readers understand better the workings of its government. Intelligence activities by the U.S. government and/or military has been the subject of innumerable newspaper, magazine and Internet articles and books, too many to list here.

I would prefer any request be filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
