Pursuant to the Freedom of Information Act, I hereby request the following records:

1. Requesting any and all records on Matthew Arnegard relating to his former and current job descriptions at NIH. Also, please include his bosses names and the Department Matthew and his boss have been under and are currently under at NIH.

2. Requesting records that may be associated with all non consensual experiments being done on myself. My name is Karen Marie Romero. The last four digits of my SS number is 9750.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Regarding item 2 of your request, the NIH does not track individual patient records for studies funded by the NIH unless you were a patient treated at the NIH Clinical Center in Bethesda, Maryland. If you were a patient at the NIH Clinical Center and you would like your medical records, you will need to contact the Department of Clinical Research Informatics, Health Information Management Division here: https://clinicalcenter.nih.gov/dcri/medicalrecordrequest.html

If you were not a patient at the NIH Clinical Center, and you are referring to a study funded by an NIH grant but conducted by an organization outside of the NIH, then you will need to contact that organization for your medical records associated with that study.

Considering the explanations above, your request cannot be processed under the FOIA.
