A no responsive documents response.

From: John Kirsch

Dear Mr. Sobonya: Mary Ferrell was world-renowned for her decades-long efforts to obtain records related to the assassination of President Kennedy and other events from the federal government. I find it very difficult to believe that the FBI has no records or information of contacts with her. John Kirsch

From: John Kirsch

Dear Mr. Sobonya: Since my previous message didn't explicitly say so, I wanted to state state now that I am appealing the FBI's "no responsive documents" response to my FOIA request for information or records on Mary Elizabeth McHughes Ferrell. John Kirsch

Mr. Sobonya,

The response letter stated that the FOIA office hard searched the central indices. I'd like to re-open this request and add the following components, which I believe would result in a more thorough search for the materials requested in my original request.

I request any "cross-referenced" records mentioning Mary Elizabeth McHughes Ferrell.

I also request a search of “ELSUR” (Electronic Surveillance) records that mention Mary Elizabeth McHughes Ferrell.

I would like all of these searches done for any aliases or former names that Mary Elizabeth McHughes Ferrell might have used. I believe she commonly went by her married name of Mary Ferrell.

I would prefer that you re-open this request and perform these searches rather than having this be processed as a formal appeal.

Thank you,

John Kirsch

Mr. Sobonya,

I forgot to include this in the follow up I just sent requesting a broadened search: "I also request processing notes for any requests filed by Mary Elizabeth McHughes Ferrell. between Jan 1, 1966 and [the date of her death."

Thanks,
John Kirsch

I wanted to follow up on the following Freedom of Information request, copied below, and originally submitted on Nov. 23, 2014. Please let me know when I can expect to receive a response, or if further clarification is needed. You had assigned it reference number #1313522-001.

Thank you for your help.

I appeal the "NO RECORD" response to this FOIA request. Mary Ferrell was well known for her long-term efforts to obtain government records on the assassination of President Kennedy and other events. As a a result, I find it difficult to believe that the FBI has no records or information on her.

From: John Kirsch

This is additional information for appeal I sent on 3/6/2015. In looking at the acknowledgement letter from the FBI (dated 1/16/2015), I see that the letter does not indicate that the FBI was searching its ELSUR indices for information or records responsive to my request, as I requested in my request for a more thorough search dated 12/23/2014. John Kirsch

From: John Kirsch

The acknowledgement letter from the FBI (dated 1/16/2015) also does not indicate that the FBI was searching for aliases for Mary Ferrell, processing notes for my initial FOIA request or for cross referenced records mentioning Ferrell -- all things I asked the FBI to look for in the request to reopen the FOIA dated 12/23/2015. A no responsive documents response.

From: John Kirsch

I appeal the FBI's "no responsive documents" response. Mary Ferrell gained a world-wide reputation for her research on the assassination of President Kennedy and other events. The Mary Ferrell Foundation was set up to house the material, which is available online through a website maintained by the foundation. Much of the material consists of government documents. I find it very difficult to believe that the FBI has no documents pertaining to Mary Ferrell. John Kirsch
