This is a request under the Freedom of Information Act.

I am requesting information or records on Mary Elizabeth McHughes Ferrell. She was born Oct. 26, 1922 in Memphis, TN and died Feb. 20, 2004, in Dallas, Texas. Her Social Security number was 408-22-2876. Her last known address was 4406 Holland Ave. in Dallas. Her obituary was published in The Dallas Morning News from Feb. 23 to Feb. 24, 2004. A copy of this obituary is attached.

Specifically, I am requesting information or records indicating whether Mary Elizabeth McHughes Ferrell had ever been an FBI employee or had any other type of affiliation with the FBI. This would include standard personnel or contractor files and agreements with Mary Elizabeth McHughes Ferrell.

I am also requesting information or records of communications between Mary Elizabeth McHughes Ferrell and the FBI, including but not limited to records requests that Mary Elizabeth McHughes Ferrell made to the FBI. Please search the FBI FOIA logs for requests made by Ferrell between and Jan. 1, 1963 and Feb. 20, 2004.

I am also requesting information or records of any reports or other documents generated by the FBI about Mary Elizabeth McHughes Ferrell.

Please notify me first if the processing fee exceeds $50. If you deny all or any part of this request, please cite each specific exemption you believe justifies your refusal to release the information I am requesting and notify me of appeal procedures available to me under law.

Mr. Sobonya,

The response letter stated that the FOIA office hard searched the central indices. I'd like to re-open this request and add the following components, which I believe would result in a more thorough search for the materials requested in my original request.

I request any "cross-referenced" records mentioning Mary Elizabeth McHughes Ferrell.

I also request a search of “ELSUR” (Electronic Surveillance) records that mention Mary Elizabeth McHughes Ferrell.

I would like all of these searches done for any aliases or former names that Mary Elizabeth McHughes Ferrell might have used. I believe she commonly went by her married name of Mary Ferrell.

I would prefer that you re-open this request and perform these searches rather than having this be processed as a formal appeal.

I appeal the "NO RECORD" response to this FOIA request. Mary Ferrell was well known for her long-term efforts to obtain government records on the assassination of President Kennedy and other events. As a a result, I find it difficult to believe that the FBI has no records or information on her.

In looking at the acknowledgement letter from the FBI (dated 1/16/2015), I see that the letter does not indicate that the FBI was searching its ELSUR indices for information or records responsive to my request, as I requested in my request for a more thorough search dated 12/23/2014. I appeal the FBI's "no responsive documents" response. Mary Ferrell gained a world-wide reputation for her research on the assassination of President Kennedy and other events. The Mary Ferrell Foundation was set up to house the material, which is available online through a website maintained by the foundation. Much of the material consists of government documents. I find it very difficult to believe that the FBI has no documents pertaining to Mary Ferrell. John Kirsch
