I am writing to inquire whether you would be willing to narrow the scope
of your FOIA request for documents pertaining to the Manna from Heaven
investigation. I'm not sure if you're aware but we have already placed on
our website the Manna from Heaven case closing memo. It can be found at
the following web address:

The remainder of the documents to review and redact are voluminous.
However, we have a Report of Investigation that has not yet been released.
Would you be willing to narrow the scope of your request to the Report of
Investigation, with appropriate redactions, without attachments (the
exhibits)? You will likely be able to get that document sooner. If after
receiving the report you would like one or more of the exhibits, you can
submit another request for those documents.

Please let me know whether the narrowed scope mentioned above will suit
your needs. I appreciate your time and effort in considering our request.

I believe the posted document online is excessively redacted and would like for you to release that document to me specifically so that I have appeal rights, as I will be appealing those redactions if the document comes to me in the same way.

I am willing to limit my request to the following records:
1) an unredacted copy of the Manna from Heaven case closing memo.
2) the Manna from Heaven case Report of Investigation including all attachments and exhibits, but limited to a total of the first 100 pages.

I'm not sure I understand your request. If you did not receive the
attachments submitted with our response on May 16, 2013, I apologize.
Again, here is the Office of Inspector General's response to your narrowed
