Pursuant to the Freedom of Information Act, I hereby request the following records:
Records mentioning or relating to "malicious drones" or malicious UAVs, as discussed in the attached testimony taken from the FBI website (https://www.fbi.gov/news/testimony/countering-malicious-drones), including but not limited to emails, memos, letters, reports, threat assessments, briefings and talking points.
I request that the response also include materials relating to the use of UAVs/UAS to smuggle narcotics over the border or to deliver contraband inside federal and state prisons. I also request materials relating to or describing "criminal actors" [using] UAS for both surveillance and countersurveillance in order to evade or impede law enforcement" and "the use of UAS to harass and disrupt law enforcement operations." These examples are explicitly discussed by FBI Deputy Assistant Director Brunner in his Congressional testimony.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Estimated Dates of Completion
Requests are processed in the order in which they are received through our multi-track processing system. Requests are divided into two primary tracks--simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Complex requests are further divided into medium, large, and extra-large sub-tracks based upon request size. Simple track requests typically require the least amount of time to process. Currently, simple track cases average approximately 134 days from the date of receipt for processing. Our complex requests in the medium processing track are currently averaging 523 days, large processing track are currently averaging approximately 1,335 days, and extra-large processing track are currently averaging 1,875 days for processing.

I am appealing the determination that I did not provide enough information, as I cited to the Bureau's own testimony describing the subject matter and relevant events. If the Bureau's testimony before Congress is insufficient, then the determination is both valid and an indictment of the Bureau. The only way this is not an indictment of the Bureau's competency and good faith is if my FOIA was adequate as-filed.
