This request seeks records produced between June 1, 2018 and the date this request is processed.

I am a reporter for The Guardian and request a fee waiver.

Hi Ms. McClurkin,

Thank you for the note. As a reporter who plans to use the public records I have requested to publish newsworthy articles of interest to the American public, I request a fee waiver for this FOIA request. Specifically, the records that I am requesting from your agency will significantly contribute to the American public's understanding of whether and how the U.S. Fish and Wildlife Service is protecting the endangered Florida panther's habitat in southern Florida, particularly in relation to the proposed Eastern Collier project. It will also shed light on which business interests are influencing the agency's decision making. The Florida panther's survival is an issue of the utmost importance, as it pertains directly to the U.S. government's commitment to mitigating the extinction crisis that threatens wildlife around the country. As such, I request all fees in this matter be waived.

I have a long track record of publishing important stories of public interests on the U.S. Fish and Wildlife Service, and intend to continue doing this work with the help of the documents your agency provides. If the agency denies me a fee waiver, I am willing to pay up to $50 in fees.

This is regarding some clarification that we are seeking regarding a couple
of your requests. We previously received a request from you (FOIA
FWS-2019-00418) that is almost identical to FOIA FWS-2019-00865.

In FOIA FWS-2019-00418 you requested the following: Any written or
electronic communications, including email attachments, text messages, and
instant messages, between Assistant Regional Director Leo Miranda and State
Supervisor Larry Williams regarding the Eastern Collier Property Owners,
LLC, Multi-Species Habitat Conservation Plan and Draft Environmental Impact
Statement in Collier County, Florida. This request seeks records produced
between January 1, 2018 and the date this request is processed.

In FOIA FWS-2019-00865 you requested the following: Any and all written or
electronic communications, including email attachments, sent or received by
Leopoldo "Leo" Miranda that reference or otherwise pertain to the Eastern
Collier Property Owners, LLC, Mutli-Species Habitat Conservation Plan. This
request seeks records produced between June 1, 2018 and the date this

You have essentially asked for the same information in both requests.
Providing clarification for your latest request would be greatly
appreciated. Can you please be as specific as possible regarding the
information you are seeking. Are you seeking a specific record/ and or item?
Please provide this information to us by July 23, 2019. If we do not receive
clarification from you by July 23, 2019, we will assume that you are no
longer interested in the information and we will close the file on your
