A fix is required to perfect the request. The request has been rejected as being too vague, burdensome or otherwise unprocessable.

From: Michael Best

I am a little bit astonished that the name of the organization is not enough for a records search and a search under the names provided (KGB, Komitet gosudarstvennoy bezopasnosti, КГБ, Комите́т госуда́рственной безопа́сности) is an unreasonable amount of effort.

The KGB operated from 1954 until 1991 and operated on a global scale, including in the United States, but primarily in the Soviet Union and specifically in Russia. It was the main security agency for the Soviet Union and was the successor of the Cheka, NKGB.

Additional information about the KGB can be found on its Wikipedia page at https://en.wikipedia.org/wiki/KGB

From: FOIPAQUESTIONS

Dear Mr. Best,

Your request NFP-52012 on KGB was received on 12-16-2015 (actual date request was scanned into the FOIPA Document Processing System) and assigned Request Number NFP-52012. The request was closed on 12-29-2015. Correspondence indicating your letter did not contain enough descriptive information to permit a reasonable search of our records was mailed to your attention on 12-29-2015. Additional correspondence was received 01-07-2016 (actual date correspondence was scanned into the FOIPA Document Processing System). Initial Processing determined that the request remained too vague and the additional correspondence still did not provide enough information for the FBI to conduct a reasonable search.

Examples of specific information which could assist us in locating potentially responsive records within a reasonable amount of effort are as follows:

· Complete names of individuals

o Birth date

o Place of birth

o Place of death

o Location of incident

· Organizations/Events

o Date of event

o Time frame

o Location

· Specific time frame

· Specific location

If you require additional assistance in perfecting your request, please contact me.

From: Michael Best

I have provided the request information, name of the organization, location in which it operated and the timeframe, yet I am repeatedly told that this is somehow insufficient to perform a search. Unless it is the Bureau's contention that no records were kept on KGB, nor their activities in the United States or abroad (where the FBI cooperated with other agencies and bureaus and received updates from the Central Intelligence Agency), I demand that a search be performed - at least a perfunctory search for the organization's name and abbreviations which were originally provided.

Please note, that the request was improperly closed upon receipt and before I was given an opportunity to provide more information.
