This is a request under the Freedom of Information Act. I hereby request the following records:

A copy of Kalev Sepp's review of major military units in Iraq. Kalev Sepp is a retired US Army Colonel who was employed by the Department of Defense at the time the report was generated.

Journalist Thomas Ricks references above mentioned review in a Washington Post essay and in his book, Fiasco.

The review is mentioned in the fourth paragraph of this article.

Here is the relevant text from the Washington Post article:

"U.S. military experts conducting an internal review of the three dozen major U.S. brigades, battalions and similar units operating in Iraq in 2005 privately concluded that of all those units, the 3rd Armored Cavalry Regiment performed the best at counterinsurgency, according to a source familiar with the review's findings."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Dear Mr. Sparks,

This letter is our response to your Freedom of Information Act (FOIA) request dated July 18, 2016 in which you requested A copy of Kalev Sepp's review of major military units in Iraq. Kalev Sepp is a retired US Army Colonel who was employed by the Department of Defense at the time the report was generated.

The 101st Airborne Division (Air Assault) does not maintain the requested records. You will need to do more research to determine who Mr. Sepp worked for and was he a contractor at the time or an active duty soldier. More information will be needed in order to determine which agency has the records.

This constitutes a complete response to your request.
