This is a request under the Freedom of Information Act. I hereby request the following records:
All Joint Special Operations Command–Task Force 17 (JSOC–TF 17) documents, reports, files, and electronic-mail messages related to Iran's Islamic Revolutionary Guard Corps–Quds Force (IRGC-QF) operations in Iraq during Q1, 2007; limited to the following FOIA search constraints:
1. Date Range: January 1, 2007 to March 31, 2007;
2. Network: Secure Internet Protocol Router Network (SIPRNET); including US Special Operations Command (SOCOM) and/or JSOC applications, databases, electronic-mail servers, and file servers—including any back-up media—that were connected to SIPRNET;
3. Search Terms: Iran, IRGC, IRGC-QF, Quds Force, Qasem Soleimani, Hezbollah, Special Groups, Counter Iranian Influence (CII), Iraq Threat Finance Cell (ITFC), Muqtada al Sadr, Qais Khazali, Laith Khazali, Ali Musa Daqduq, Akram al‐Kabi, Asaib Ahl al-Haq (AAH), Imam al‐Hadi Brigade, and Imam al‐Ali Brigade.
Although FOIA has always presumed that government records are open to public inspection, the FOIA Improvement Act of 2016, Pub. L. 114-185, prohibits agencies from withholding records unless (1) “disclosure is prohibited by law” or (2) “the agency reasonably foresees that disclosure would harm an interest protected by” one of FOIA’s exemptions. 5 U.S.C. § 552(a)(8)(A). Thus, in addition to FOIA favoring disclosure and requiring its exemptions to be narrowly construed, Section 552(a)(8)(A) prohibits agencies from using their discretion to broadly withhold records merely because they believe an exemption could technically apply.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your request is being processed in accordance with procedural requirements promulgated in Department of Defense (DoD) Regulation 5400.7-R which is available on the internet at: http://www.defenselink.mil/pubs/foi. The actual processing time will depend upon its complexity, whether it involves sensitive records, voluminous records, extensive searches, consultation among DoD components or other agencies, and our administrative workload.
We have placed you in the "all others" fee category, which means you are obligated to pay for all search time beyond two hours and duplication costs after the first 100 pages. It will be necessary for you to submit a fee agreement stating the costs you are willing to incur in accordance with procedural requirements promulgated in DoD Regulation 5400.7-R.
The USSOCOM FOIA Office has a substantial number of pending FOIA cases, therefore, we process requests in a multi-track processing system based on the date of receipt and the amount of work and time involved in processing each request. We estimate the time for completion to be approximately 9 - 12 months; it could be more or less.
Please submit your fee agreement by January 27, 2017, in order for us to continue processing your request; otherwise, we will consider your request withdrawn and closed. If you wish to discuss this or have any other questions or concerns, please contact this office at FOIA@socom.mil.
