From: Sam Biddle

To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

I am seeking all documentation of USSOCOM's policies on operator grooming, including but not limited to, facial hair and non-facial hair. This includes any such grooming policy documentation for SEAL Team 6/DEVGRU, Army Rangers, Delta, and all other component units under USSOCOM and JSOC command.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In order to help to determine my status to assess fees, you should know that I am a journalist working as a reporter for Gawker Media, an online news organization that serves roughly 106 million visitors each month. This request is made as a part of a newsgathering effort and not for commercial use, and I am therefore eligible for a waiver of fees associated with the time spent to review responsive documents. I am also eligible for the first 100 pages of documents to be provided to me at no cost. I am willing to pay fees for this request up to $100. If you estimate that the fees will exceed this limit, please notify me first.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Sam Biddle
