This is a request under the Freedom of Information Act. I hereby request the following records:
The Official Military Personnel File (OMPF) including all Fitness Report and Counseling forms (NAVPERS Form 1610/2), the most recent Cumulative Record Of Training (NAVPERS Form 5300/16), the Background Summary (NAVPERS Form 1640/32), Officer Personnel Action Requests (NAVPERS Form 1301/85) and Form DD-214, for J.M. Porup.
I, J.M. Porup, held the rank of Midshipman, Fourth Class, U.S. Navy Reserve from 1992-1993. Please include complete military records pertaining to my time in the Navy, including, but not limited to, any and all records that mention me by name, such as cross-referenced documents in other midshipmen's files.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I attended Northwestern University and was a member of the NROTC battalion there 1992-1993. I will pre-authorize up to $100 in advance for costs, although I would request any documents on a DVD. If it will cost more than that, please let me know.
What "personal identifier" do you need?
Also note that Jens, like Kevin, is a man's name.

Thank you for your e-mail. A personal identifier is a person's date of birth or SSN. You referenced the FOIA, but since you are requesting information on yourself, it falls under the Privacy Act. As a personal identifier constitutes Personal Identifiable Information, you may have to send the information secured either through encrypted e-mail, letter, or by phone in order to protect your identity.
Since you are asking for information dating back more than twenty years, there may not be any records available at NSTC. We usually direct people to the National Personnel Records Center in St. Louis.

I am sorry to hear that your initial offer to receive my personal details via encrypted email is not workable your end.
Given the insecurity of an unencrypted telephone call, what encrypted messaging systems do you support? Signal, perhaps?
Maintaining the confidentiality of PII is a big part of your job. What encrypted channels are you permitted to use to communicate with civilians?
Please list all encrypted channels available. If none are available, please cite relevant regulations as to your office's inability to offer such secure communication channels.
