This is a request for a Mandatory Declassification Review ("MDR") per Section 3.5 of Executive Order ("E.O.") 13526, "Classified National Security Information," (5 F.R. 707, January 5, 2010), and Department of Defense ("DoD") Manual 5230.30-M, "DoD Mandatory Declassification Review Program;" and is submitted to the DoD Joint Improvised Explosive Device Defeat Organization ("JIEDDO"). I hereby request the following records:

1. All documents, database records, data, meta-data, and imagery regarding the Improvised Explosive Device ("IED") attack on April 21, 2008, in Basra, Iraq, that killed United States Marine Corps First Lieutenant ("1stLt") Matthew R. Vandegrift during Operation Iraqi Freedom ("OIF"); including, but not limited to: JIEDDO reports, Task Force Troy reports, Combined Explosives Exploitation Cell ("CEXC") reports, significant activity ("SIGACT") reports, Iraq Threat Finance Cell ("ITFC") reports, Real-Time Regional Gateway ("RTRG") reports, IED-event storyboards, after-action reports, insurgent tactics, techniques, procedures ("TTP") reports, and lessons learned reports.

1.1) 1stLt Matthew R. Vandegrift was assigned to the 2nd Battalion, 10th Marine Regiment, 2nd Marine Division, II Marine Expeditionary Force, Camp Lejeune, North Carolina.

2. All electronic mail ("e-mail") messages regarding the April 21, 2008, IED attack, including any document attachments (i.e., Word, Excel, PowerPoint, PDF, etc.), that were sent between JIEDDO and Multi National Division-Baghdad ("MND-B"), Multi National Corps-Iraq ("MNC-I"), Multi National Force-Iraq ("MNF-I"), United States Central Command ("USCENTCOM"), the Iraq Threat Finance Cell ("ITFC"), the National Geospatial-Intelligence Agency ("NGA"), the National Security Agency ("NSA"), and/or the Defense Intelligence Agency ("DIA") via the Secure Internet Protocol Router Network ("SIPRNET"), the Joint Worldwide Intelligence Communications System ("JWICS"), and/or the NSA Network ("NSANET").

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
