This is a request for a Mandatory Declassification Review ("MDR") per Section 3.5 of Executive Order ("E.O.") 13526 ("Classified National Security Information") and Department of Defense ("DoD") Manual 5230.30-M ("DoD Mandatory Declassification Review Program"), and is submitted to the DoD Joint Improvised Explosive Device Defeat Organization ("JIEDDO"). I hereby request the following records:

1. All documents, database records, data, meta-data, and imagery regarding the Improvised Explosive Device ("IED") attack on November 26, 2006, in Baghdad, Iraq, that killed United States Army Captain ("CPT") Jason R. Hamill, First Lieutenant ("1LT") David M. Fraser, and Private ("PVT") Joshua C. Burrows, including, but not limited to: JIEDDO reports, Task Force Troy reports, Combined Explosives Exploitation Cell ("CEXC") reports, significant activity ("SIGACT") reports, Iraq Threat Finance Cell ("ITFC") reports, Real-Time Regional Gateway ("RTRG") reports, IED-event storyboards, after-action reports, tactics, techniques, procedures and lessons learned.

1.1) CPT Jason R. Hamill was assigned to the 3rd Battalion, 67th Armor Regiment, 4th Brigade, 4th Infantry Division, Fort Hood, Texas.
1.2) 1LT David M. Fraser was assigned to the 3rd Battalion, 67th Armor Regiment, 4th Brigade, 4th Infantry Division, Fort Hood, Texas.
1.3) PVT Joshua C. Burrows was assigned to the 1st Battalion, 8th Cavalry Regiment, 2nd Brigade, 1st Cavalry Division, Fort Hood, Texas.

2. All electronic mail ("e-mail") messages, including any document attachments (i.e., Word, Excel, PowerPoint, PDF, etc.), that were transmitted via the Microsoft Exchange E-Mail Servers on the Secure Internet Protocol Router Network ("SIPRNET") between JIEDDO and Multi National Division-Baghdad ("MND-B"), Multi National Corps-Iraq ("MNC-I"), Multi National Force-Iraq ("MNF-I"), United States Central Command ("USCENTCOM"), the Iraq Threat Finance Cell ("ITFC"), the National Geospatial-Intelligence Agency ("NGA"), and/or the Defense Intelligence Agency ("DIA") regarding the November 26, 2006, IED attack.

3. All e-mail messages, including any document attachments (i.e., Word, Excel, PowerPoint, PDF, etc.), that were transmitted via the Microsoft Exchange E-Mail Servers on the Joint Worldwide Intelligence Communications System ("JWICS") between JIEDDO and MND-B, MNC-I, MNF-I, USCENTCOM, ITFC, NGA, and/or DIA regarding the November 26, 2006, IED attack.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
