To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

This week, Acting DoD Chief Information Officer Dana Deasy stated in a briefing in front of Congress that the Department of Defense asked your agency to perform penetration testing, also known as "red teaming" for project JEDI, the DOD's cloud project.

As reported by Breaking Defense (source: https://breakingdefense.com/2019/10/acting-dod-cio-says-politics-played-no-role-in-selecting-microsoft-for-10-billion-jedi-cloud-contract/ ) :

Deasy said his office kicked off the JEDI program by first asking the National Security Agency and the Central Intelligence Agency for advise on how America’s adversaries conduct cyber operations and how “to ensure that our various classifications of data are secured, segregated, and protected.”

And going forward with JEDI, the DoD will use NSA as a red team attacker for penetration testing on each classification of data, according to Deasy.

Therefore, I am requesting from your agency any planning documents, assessments, MOUs, MOAs or IGAs, memos or discussion about penetration testing project JEDI.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Freddy Martinez
