This is a request under the Freedom of Information Act. I hereby request the following records:

Records relating to Jack Thomas Chick (April 13, 1924 - October 23, 2016) was an American publisher, writer, and comic book artist of evangelical fundamentalist Christian tracts and comic books. His death has been widely reported through his publishing outlet. https://www.facebook.com/chicktracts/photos/a.437041710057.374027.436937560057/10157595360455058/?type=1&theater

Please conduct a search of the Central Records System, including but not limited to the Electronic Surveillance (ELSUR) Indices, the Microphone Surveillance (MISUR) Indices, the Physical Surveillance (FISUR) Indices, and the Technical Surveillance (TESUR) Indices, for both main-file records and cross-reference records including but not limited to Chick Tracts.

I am a member of the news media and request classification as such. I have previously written about the Bureau for AND Magazine, MuckRock and Glomar Disclosure. My articles have been widely read, with some reaching over 100,000 readers. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Michael Best

Please explain why this FOIA request was closed and no notification has been received as such. I responded with an enclosed copy of the obituary, not merely a link, so there is no reason to have closed it without performing the search required by law.

From: FOIPAQUESTIONS

Dear Mr. Best,

The request was received on 11-01-2016 (actual date request was scanned into the FOIPA Document Processing System) and assigned FOIPA Request Number #1360567-000. The request was closed on 12-13-2016, citing failure to respond to correspondence that was mailed to your attention on 11-04-2016 within the required 30 day timeframe. In reviewing your request, it appears your additional correspondence dated December 2, 2016 did not reach the assigned analyst. I have forwarded your correspondence below and the proof of death you provided to Initial Processing so that your request can be reopened for processing.

I am appealing the integrity of the search, as the search performed did not meet the standards set out in the initial FOIA request and did not include the search of ALL the specified indices or the cross-reference search specifically requested.
